A rooftop EPC quotes a system off a site survey and a load profile, but the module and inverter price moved since the last quote, the roof needs more structure than the eyeball estimate assumed, and the subsidy and net-metering effort was never costed in. The same system gets quoted at two prices by two salespeople; the margin assumption is never written down; and when a module or steel index moves, every open quote is wrong and nobody re-prices.
